Mrs. Shellyann Blackwood – Senior Policy Advisor
Mrs. Blackwood joined the Financial Services Commission in March 2020. She is an experienced Senior Economist with over 9 years combined experience in the field of Economics and Finance. She has proven expertise in the areas of statistical modelling, commodity pricing, financial and macroeconomic assessment, technical research, project management and strategic planning within the financial, energy and public sectors.
Having earned a Bachelor’s Degree in Economics & Statistics and a Master’s Degree in Economics specialising in Financial Economics and Industrial Organisation, both from the University of the West Indies Mona Campus in Jamaica, Mrs. Blackwood brings strong technical background to the position, translating complex financial and economic data into actionable policy proposals.
Mrs. Blackwood has led multi-functional teams and managed complex projects from initiation to closure, within time and budget. She also has a strong research background, having published policy and research papers for both private and public sector entities. Mrs. Blackwood is a certified Project Management Professional and is a member of the Global Association of Risk Professionals.
